Background
Developing countries, in particular in the Sahelian zone, are confronted with the difficulties of a harsh natural environment, in which, satisfying life's basic need a supply of fresh drinking water is a genuine daily struggle.
The durability of the water and drainage service in a rural context where commercial services are under developed requires institutional adjustments to the role of the State, local authorities and the private sector.
