Project description
DECOSET has a network of 13 waste collection centres in its region, the operating contracts of which run out end 2008 (2 contracts for the 13 centres). DECOSET has chosen ANTEA to assist it with the transfer procedure to the new operation deal. DECOSET has chosen to employ a competitive dialogue procedure for a single-plot deal for a duration of 10 years; the objective being to achieve substantial savings from applicants based on the current price (a single service provider and a longer market duration). In addition, a 14th waste collection centre project is being looked into and is part of the current transaction.
As stipulated in the competitive dialogue procedure, the service providers have applied to be allowed to compete. ANTEA has analyzed the applications (administrative dossier). 4 service providers were shortlisted. Each received a company consultation dossier in the form of an operational programme. Once the responses are analyzed, the applicants are interviewed to present their offer and answer various questions.
After analyzing the information received during these interviews and confirmed in writing, the applicants are invited to a second interview, during which any outstanding issues are cleared up. After this phase, the applicants were invited to submit their ‘final’ offer.
We have drawn up all company consultation documents (notifications, DCE…), we analyzed the offers and participated in the various meetings in our role as technical experts (DECOSET remaining ‘leader’).
Now the deal has been awarded, we are going to assist DECOSET in drawing up the final deal.
