In order to locate a waste treatment site, two major issues need to be taken into account,

A –Technical and regulatory issues:

- Preparation of the ground and examination of land conditions,
- general operation of storage and pre-treatment facilities (management/treatment of liquid and gas effluents, odours…),
- Identification of associated regulatory constraints (land, 200m belt, suitable distance from population, geological and hydrogeological constraints…),
- Identification of opportunities and threats facing the design and operation of a site.

B - Communication issue:

This type of project involves risks, in particular refusal from the local population possible throughout all stages of the project. This is why independent engineers have a key role in providing assistance to the contracting authority during this difficult phase.
