The first step of a project to install a waste treatment is the acceptance of a Operation Authorisation Application (Dossier d’Autorisation d’Exploiter).

The following points need to be highlighted for this application to achieve a positive outcome:
- Land rights to the future site by acquisition, leasing, differed purchase based on local town planning document (PLU),
- A full environmental assessment (water, air, vegetation, acoustics, sanitary),
- A well laid-out dossier based on multidisciplinary technical expertise,
- Legal validation of the Application,
- Presentation of the project to the local authority (DRIRE),
- Communication exercise to local people and different opinion leaders.
